Permanent Residence

SKILLED WORKER PROGRAM-EXPRESS ENTRY

Canada allows skilled workers to apply for Permanent Residence in Canada or outside Canada through Express Entry, a new system launched by (IRCC) Immigration, Refugees and Citizenship Canada as of July1, 2015. Eligible candidates are selected based on their ability to settle and establish themselves economically in Canada.

Through Express Entry, candidates can apply under the following federal economic immigration programs:

- Federal Skilled Worker Program

- Federal Skilled Trades Program

- Canadian Experience Class, and Provincial Nominee Programs (PNP)

Permanent residency through Express Entry is a two-step process:

(1) Candidates must submit an Expression of Interest by completing secure online Express Entry Profile providing details of their education, work experience and language proficiency. The candidates who meet the criteria for either the Federal Skilled Worker Program, the Federal Skilled Trades Program or Canadian Experience Class will be accepted into a pool of candidates.

(2) An invitation is sent to the highest ranking candidates in the pool to apply for Permanent Residence.

PROVINCIAL NOMINEE PROGRAM (PNP)

Provincial Nominee Programs are generally managed by the respective provinces. However, there are some provinces that use the Express Entry management system as well. Each province has different program streams and requirements.

The following Provinces offer PNP programs:

(1)  Alberta

(2)  British Columbia

(3)  Manitoba

(4)  New Brunswick

(5)  Newfoundland & Labrador

(6)  Northwest Territories

(7)  Nova Scotia

(8)  Ontario

(10) Saskatchewan

(11) Yukon

QUEBEC IMMIGRATION

Quebec is the only province in Canada that has different rules, regulations and procedures for immigration. According to the Canada-Quebec Accord, Quebec has an agreement with the Government of Canada which gives them the rights to select their own immigrants .

The three major programs under Quebec Immigration are:

(1) The Quebec Skilled Worker program

(2) The Quebec Experience Class program

(3) The Quebec Business/Entrepreneur Program

In order to immigrate to the province of Quebec, it is important to first apply for a Certificat de sélection du Québec/ Quebec selection Certificate (CSQ) and then after receiving a CSQ, apply for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC).

Since Quebec is a French and English speaking province, knowledge of French can be helpful to migrate to Quebec as some programs require some proficiency in French language.
